The Legists have long represented some of the major international players in the oil and gas industry as well as a number of regional gas, coal, hydroelectric power and utility companies both green field as well as secondary purchase. Such representation includes the consultation with government agencies, negotiation and drafting of oil refinery concession and power purchase agreements; land purchase and expropriation; engineering, procurement and construction (“EPC”) contracts including operation and maintenance arrangements; as well as negotiation and drafting of cooperative arrangements; mergers and acquisitions among competitors for both international and national industry leaders. The Legists also advised the National Energy Policy Office, the predecessor to the Energy Policy and Planning Office, regarding formation of a power pool.
